§ 2-28. Department heads.

(a)

Responsibilities. Each department head shall be fully responsible for the proper function of the duties and responsibilities of his department as provided in the Charter and/or this Code or administrative order.

(b)

Vacancies. Vacant budgeted positions shall be filled by the mayor within six months after the vacancy occurs, unless it is determined by the mayor, with the advice and consent of the city council, that the position not be filled or that further time is needed to fill the position. Within 30 days of the date a vacancy occurs, the mayor shall appoint an acting department head to the vacated position to serve pending the appointment of a department head.
