§ 2-207. Human resources director.

  • The director of the human resources department shall be the administrative head of the human resources department and the recording secretary to the personnel (human resources) board. Subject to the supervision of the mayor, the director shall administer the affairs of the department. In addition to the general responsibilities, the director shall have the following enumerated powers and duties:

    (1)

    Administer collective bargaining agreements, including resolution of grievances and reprimands.

    (2)

    Attend predisciplinary meetings with the mayor and advise the administration on matters of discipline and on the provisions of the civil service rules and rules and regulations concerning employee conduct and performance.

    (3)

    Assist the law department on materials relating to unemployment and worker's compensation, including administrative hearings and appeals.

    (4)

    Act as a labor negotiator for the city at the discretion of the mayor.

    (5)

    Certify department heads for appointment by the mayor, subject to civil service regulations (excluding the city attorney) and consent of the city council.

    (6)

    Supervise testing of applicants, prospective employees, temporary employees and employees eligible for promotion.

    (7)

    Advertise for employment and promotional opportunities.

    (8)

    Maintain a classification plan based on job description and salary range within the city.

    (9)

    Maintain and be the custodian of personnel records within the city.

    (10)

    Develop and establish training and education programs and opportunities for employees.

    (11)

    Certify payrolls.

    (12)

    Perform such other related duties and functions as requested by the mayor.
