§ 78-2. Authority of the director of solid waste to adopt rules or regulations.

Subject to the approval of the mayor, the director of solid waste is hereby authorized to adopt and amend reasonable rules and regulations concerning the collection, conveyance and disposal of solid waste as he deems necessary, including, but not limited to, regulations concerning the days of collection, number, type, and location of containers to be kept at each location. Any person aggrieved by a rule or regulation established by the director shall have the right to appeal to the mayor, who shall have the authority to confirm, modify or revoke any such rule or regulation. Prior to the issuance of a building permit, the director shall be consulted in order that assurances can be obtained for the proper location of dumpsters and providing for the shielding of dumpsters from view.
