§ 90-61. Determination of need and necessity; prerequisite to operation.

(a)

Once a year, the city council will determine the need and necessity for motor vehicle for hire services which will authorize the licensing section to issue occupational licenses.

(b)

No person owning a motor vehicle shall use or operate or shall cause or permit any of his agents, servants or employees to use or operate such motor vehicle as a sightseeing car, for-hire car, for-hire van, or for-hire school vehicle upon or over the city streets without first having obtained an occupational license.
